New bearded dragon rescue

My sister is moving and had a bearded dragon and decided to give it to me to take care of, I currently have him in a glass tank that is around 3.5x1.5x1.5 ( I want to get a bigger one but this was all last minute, if anyone has good suggestions for affordable enclosures around 4x2x2 or larger that would be amazing) I am having issues with finding the perfect lighting. I currently have a 100 watt light for his basking area and a UVB light but I want to ensure that I can give him the best home possible, so I was wondering if it would be better to get a stronger light or a longer light fixture for either heat or UVB. I was also wondering if under tank heating pads are ok to help keep temperature ok at night I hear very mixed things ranging from them being awful to them being amazing and better than ceramic heaters so I would like some opinions on it.
